The Literacy Cluster Initiative (LCI), a flagship program of Rural Development and Reformation Foundation (RUDERF), was launched in 2016 as part of the campaign “EDUCATION CANNOT WAIT.”
The campaign, which has benefited over 2000 children from underserved areas across the Niger Delta, aims to address the lack of access to education and eradicate illiteracy by providing basic literacy skills to children aged 5-14 who are out of school.
Program Overview
The LCI was created to provide basic literacy skills to children who are not currently attending formal schools. This initiative specifically targets children who have little or no access to education, offering them a chance to learn reading, writing, and effective communication.
By organizing learning clusters within rural communities, the program brings together out-of-school children and provides them with literacy training through the dedication of trained volunteers. These clusters operate for 3-6 months, depending on the children’s learning capacity and commitment, and offer weekly sessions every Saturday. The subjects covered include:

School Support Program
In addition to the literacy training, the LCI School Support Program seeks to ensure that underprivileged children have the necessary materials for their education. One of the standout initiatives under this program is the recycling of sacks to create school backpacks and pencil cases. These are distributed to rural communities free of charge, ensuring that the children have the basic tools to pursue their education.
Furthermore, outstanding students from the program are identified and awarded scholarships to help their families enroll them back into formal schools. This effort provides a pathway for children to continue their education beyond the Literacy Cluster Initiative and ensures that they have access to continued learning opportunities.
